Brother Clarence Hightower is the Executive Director of Community Action Partnership of Ramsey and Washington Counties, part of a nationwide partnership organization of over 1,000 agencies, and the largest partnership agency serving Minnesota. In this role, Mr. Hightower guides the work of an agency first established in 1964 as a program of the War on Poverty, and is involved in grassroots public policy and community engagement activities. His responsibilities include management of a $20 million budget, a staff of 300, and oversight of more than 30 sites.
